Distribution Construction Supervisor
Dominican Republic Rural Electrification Program

Statement of Work

Background
NRECA is carrying out rural electrification projects in the Dominican Republic, funded by both USAID and the USDA, and in partnership with the Corporación Dominicana de Empresas Electricas Estatales, (CDEEE). These projects involve design, material procurement, and construction management for distribution lines and equipment.

Scope
The Construction Supervisor will carry out the following tasks:

  1. Staking of distribution lines in accordance with the practices of the US Rural Utilities Service, incorporating the construction units established by the NRECA DR office for construction of distribution line.
  2. Develop materials lists for the projects from staking sheets.
  3. Construction management and inspection of distribution line construction carried out by a construction contractor selected by NRECA. NRECA may place subordinate construction inspectors at the disposal of the Construction Supervisor for the completion of this task. The Construction Supervisor will plan, coordinate, and evaluate the activities of the construction inspectors, but will not be responsible for their administrative/personnel management.
  4. Preparation of the closeout report for each project specifying the construction units installed and removed, change orders approved, and reconciliation of materials delivered, installed and returned to stores.

Reporting Requirements
The Construction Supervisor shall report to the NRECA Team Leader and coordinate closely with the Technical Director/DR.

Qualifications
Successful candidates will have at least five years experience in a similar position preferably with an electric cooperative, and shall have demonstrated through performance the ability to fulfill the requirements of the position.

Candidates should have a command of spoken Spanish equivalent to a Foreign Service Institute level 3, and would preferably have an equivalent level of reading and writing skills.

Period of Contract
Twelve months, renewable at the discretion of NRECA
