NRECA’s funding to support the policy and institutional development process will include training and capacity building of staff from the national agencies, cooperative staff, etc. Promotion of rural electric cooperatives in developing countries is a complex undertaking that requires institutional development, legal, technical, administrative, management and public relations expertise to achieve. Many and varied resources are required to provide the necessary level of training and technical assistance to adequately support new cooperative institutions, as well as to provide on-going assistance to cooperatives in various stages of growth and maturation. Funding will be provided to implement appropriate enabling environments for electric cooperatives and for capacity-building through technical assistance and training. It is anticipated that most of these events will occur in the Dominican Republic, and the Philippines. In addition, sites to hold training in Africa will be identified.
- Philippines Rural Electrification Financial Institution. NRECA will continue to support the growth and development of the Rural Electrification Finance Corporation (REFC) by working to attract significant amounts of Philippine development bank debt to REFC, allowing it to leverage its present equity investment base and expand its services to electric cooperatives.
